Portland Water District (PWD) is seeking a Construction Asset Specialist to join the team and support our leading-edge utility projects through diligent inspections, mentorship and field guidance. This role involves ensuring contractor adherence to project plans, specifications and contractual provisions. Responsibilities include maintaining accurate records of PWD’s assets using GPS, GIS, CAD and asset management systems; providing on-the-job training and support to inspection personnel; tracking construction process; and recommending proactive solutions to avoid delays.

The Construction Asset Specialist will also assist contractors with clarifications, check installations for performance, operate PWD infrastructure to facilitate project completion and coordinate system shut-downs with the Water Operations Department. Additional duties include documenting the project in detail, preparing inspection reports and ensuring data integrity in the asset management system.

The ideal candidate should possess an associate’s degree in Civil Engineering Technology, Construction Technology, Construction Management or an equivalent degree. They must obtain a State of Maine Class II Water Distribution System Operator’s License within 2 years, hold a valid State of Maine Class C Driver License with a clean driving record, and have 5 years progressively responsible experience. Intermediate skills in GIS, GPS, and Asset Management software are essential. The person must also possess effective communication and problem-solving skills, be able to manage deadlines, and work well within a team environment.

The selected individual will play a vital role in ensuring the success of Inspection Services and will positively contribute to the largest Water and Wastewater Utility in the State of Maine. The position offers engaging, challenging and rewarding work with a direct positive impact on the Greater Portland Community.

This is an hourly position with a starting rate of $33.44 per hour. After successful completion of the 6-month probationary period, the position moves to the full rate of $35.19 per hour.
