GENERAL POSITION SUMMARY

The Capital Projects Manager/Sewer & Stormwater Superintendent is a key member of the Public Works Department.  The position includes responsibilities for providing strategic and tactical direction to all aspects of Town’s Capital Program implementation and community development initiatives under the general supervision of the Public Works Director.  The position works closely and collaboratively with the Director, Town Manager and Council in fulfilling Council policy objectives for implementing plans and projects to improve or enhance the quality of life for all residents and corporate citizens.  A key role for the position is oversight of the planning, design and construction of public facility infrastructure, roads, stormwater and sewer collections system maintenance, and regulatory compliance that supports the development and sustainability of a safe and reliable community. The position collaborates with other Town staff in the oversight of design and construction of public infrastructure in accordance with Local, State and Federal policies, ordinances, regulations and laws. Work is performed with considerable independence under direct supervision of the Public Works Director. Performance is evaluated based on observation, audits, and project completion.

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE:

• Assist the Public Works Director in the preparation of the operational budget of the Stormwater Division of the Public Works Department and the enterprise budget of the Sewer Department.
• Analyzes and evaluates the Town’s public infrastructure for development, redevelopment and maintenance needs and provides periodic reports to Public Works Director.
• Works with the Public Works Director to provide the Town Manager with prioritized recommendations for new, replacement and major maintenance needs of the public infrastructure under the care, stewardship and/or direct responsibility of the Town.
• Obtains plans and manages the design process and cost estimates for repairs and renovations for Town facilities.
• Establishes and maintains relationships in the State and region to coordinate the Town’s stormwater and sanitary sewer collections systems and networks for design, construction, maintenance and regulatory compliance.
• Attends regional meetings along with the Director of Planning and Economic Development, to represent the interests of the Town for BACTS (Bangor Area Comprehensive Transportation System) and BASWG (Bangor Area Stormwater Group) stormwater and solid waste management responsibilities.
• Interprets and communicates local, regional, State and Federal regulatory compliance matters with the Public Works Director.
• Works with the Public Works Director to review and approve all shop drawings and contractor invoices for work performed.
• Maintains current knowledge of State regulations, statutes, policies and legislation related to infrastructure design, maintenance and operations, and infrastructure sustainability and keep the Public Works Director apprised of information regarding issues that are (or may be) applicable to the Town.
• Coordinates, completes and submits all regulatory compliance reports for Maine State DEP and US EPA permit requirements, including MS4, CSO, MEPDES and SPCC requirements
• Works with the Public Works Director to develop scopes and helps to conduct the solicitation of bids for contracted services.
• Assists with the implementation of local development plans and strategies with the Public Works Director, Town Planner and Economic Director.
• Works with the Public Works Director, Code Enforcement Officer, Deputy Fire Chief, Town Planner, and Economic Development Director as a member of the Peer Review team to ensure that new development and construction and projects designed by outside developers will meet town infrastructure and stormwater requirements.
• Establishes and maintains effective working relationships with the private sector, other government agencies, general public, and Town employees.
• Assists the Public Works Director as requested with special projects requiring research into infrastructure design and construction for public safety, planning and economic development purposes.
• Performs additional duties that are consistent with the primary position’s responsibilities, knowledge, skills and abilities, as assigned by the Public Works Director.

PREFERRED REQUIREMENTS, SPECIALIZED SKILLS, PROFESSIONAL CERTIFICATIONS OR LICENSES

At least five years’ experience in construction, maintenance and sustainability of municipal and other public infrastructure as it relates to civil engineering, and sewer and stormwater infrastructure. A strong background in construction project management, field design, construction administration and inspections of contracted work, and experience in municipal sanitary and stormwater systems. Ability to supervise and/or indirectly oversee the work of others that is being performed on behalf of the Sewer Department and Stormwater Division. Ability to work independently, with a high degree of diplomacy and initiative.

• Proficiency in the use of the technology systems in the office, to include MS Word, Excel, online sources, Trio Enterprise Resource Planning (ERP) software and other computer systems as required. Knowledge of CAD and GIS is a plus.
• Ability to read and interpret technical reports, grant applications, regulatory and local Ordinances, State Statutes and Federal Codes and directives related to municipal Public Works and Sewer Departments
• Ability to work in a fast paced environment
