The Treatment Plant Manager is responsible for the safe, efficient, and compliant operation of the Town’s water treatment facilities. This includes the supervision of plant staff, oversight of treatment processes, regulatory reporting, laboratory testing, and the operation and maintenance of treatment plant equipment and facilities. The Treatment Plant Manager ensures the production of safe drinking water that meets all state and federal standards while maintaining reliable and cost-effective operations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Directs and oversees day-to-day operations of the water treatment plant.
- Ensures compliance with all Maine Drinking Water Program requirements, the Safe Drinking Water Act, and other applicable state and federal regulations.
- Monitors and adjusts treatment processes to maintain optimal water quality and system performance.
- Supervises and participates in routine and special laboratory testing; ensures that sampling protocols and reporting deadlines are met.
- Prepares and submits monthly, quarterly, and annual compliance reports to regulatory agencies.
- Schedules, assigns, and oversees work of assigned staff, ensuring adherence to operating procedures and safety standards.
- Ensures all established sampling and monitoring procedures are followed.
- Maintains accurate plant records, logs, and reports on chemical use, flow data, and water quality results.
- Oversees maintenance, repair, and calibration of plant equipment and instrumentation, including SCADA systems.
- Manages chemical inventory, ordering, and safe storage.
- Develops and updates standard operating procedures (SOPs) for plant operations and emergency response.
- Assists the Water Superintendent in budget preparation, capital improvement planning, and regulatory reviews.
- Responds to water quality complaints and plant-related emergencies.
- Provides training and mentoring for assigned treatment staff in operations, safety, and laboratory practices.
- Ensures work is performed in compliance with state and federal laws.
- Provides courteous and professional responses to public inquiries.
- Advises management on safety training needs for the water section. Ensures all safety policies, procedures and protocols are current and followed in the execution of day-to-day operations.
- Orders and maintains adequate supply of PPE for day-to-day operations of the treatment system.
- Reviews, modifies and updates safety JSAs to confirm adherence to OSHA standards and internal JSAs. Advises on and implements new safety procedures required.
- Reports all damages, defects or needed repairs of equipment to management on approved forms.
- Reports all accidents and near misses immediately to management.
- Participates in snow removal and emergency response activities as needed.
- Participates in safety meetings and training programs.
- Performs related duties as assigned.
