SUMMARY:
The Superintendent is responsible for all operations of the Winthrop Utilities District, a combined water and wastewater utility consisting of approximately 1000 customers for each service. Responsibilities include operating and maintaining a water treatment plant, water distribution system, and wastewater collection system. The Superintendent also provides operating support for two smaller water distribution systems, a wastewater collection system and a ground water system, all located in adjacent municipalities. Areas of responsibility include operations, maintenance, construction, customer service, finance, regulatory and administration. The Superintendent oversees approximately 6-9 employees and reports to the Board of Trustees.
RESPONSIBILITIES:
- Manage all phases of water and wastewater operations of the Winthrop Utilities District, per the policies and procedures established by the Board of Trustees and applicable municipal, State of Maine, and Federal requirements.
- Manage daily operations of the water and wastewater systems to ensure continuous system operation, while meeting all District, regulatory and statutory requirements, including all required testing and reporting.
- Provide on-going support to water and wastewater facilities in the Towns of Monmouth and Readfield per agreements.
- Supervise 6 full-time and 1-3 part-time employees and provide adequate training and growth opportunities while meeting all applicable employment laws and regulations. Emphasize employee safety in daily operations.
- Manage ‘on call’ protocols to ensure 24/7/365 employee coverage to address alarms, system failures, etc..
- Assist crew repair and construction activities as needed.
- Manage all new water and wastewater service installations
- Ensure timely and accurate meter reading and customer billing.
- Manage and ensure budgetary and quality control needs of water and wastewater system improvements, replacements and new construction.
- Interact with the Greater Augusta Utilities District regarding the management and operation of the wastewater trunkline from Winthrop to Augusta.
- Maintain a positive, cooperative attitude with customers, governmental agencies, the community, other area utilities, and utility associations.
- Keep the Board of Trustees informed of District status, and prepare operating and financial reports and presentations for monthly Board of Trustee meetings.
- Prepare, present to the Board of Trustees, and manage annual revenue, expense, and capital budgets.
- Prepare and maintain a multi-year capital improvement plan, and develop strategies for funding including applying for all available grants
- Forecast and secure water and wastewater rates needed to support district operations.
- Keep abreast of new regulatory and statutory requirements, and new technologies that can improve operations and increase efficiency.
REQUIREMENTS:
- Preference will be given to individuals who have at least 5 years of progressive experience in the water and wastewater field.
- Preference will be given to individuals possessing both a Maine State Class III Water Treatment and Distribution Operators License. Individuals who have the ability to obtain both a Class III Water Treatment and Distribution Operators License within 12 months may be considered.
- The individual must possess a valid CDL Class “B” vehicle operator license, or have the ability to obtain one within 6 months, and their driving history must be acceptable to the District’s insurance carrier. A negative MDOT drug test is required.
- The individual must have a high school diploma or equivalent. Preference will be given to individuals with a degree in Environmental Science, Engineering, or a related field. Professional Engineer certification is a plus.
- Preference will be given to individuals that have some training in business administration or comparable field experience with utilities operations a plus.
- The individual must have the physical capability to lift and work with the equipment and machines used in the water works and wastewater industry.
- Preference will be given to individuals residing within a 20-minute travel time of the district’s office.
COMPENSATION:
- Salary range: $80,000 to $120,000 commensurate with education, experience, and licensing and certification.
